As your new home specialist that has worked with many buyers over the years, there are three major criteria that go into the decision process: price, amenities, and location.
There are over 55 major new home communities under construction and selling right now in Lakewood Ranch, Sarasota, and Venice/The West Villages. Here I'll break down the best new single home values based on these criteria, plus a couple of others that should also be considered.

Community Preserve Venice Woodlands Palisades Bay Landing

There's a lot of similarities between these 4 communities. I'd say the edge goes to Venice Woodlands, for a couple of reasons, one of course being no CDD fees. Their club house will be a bit larger and more upscale than the other 3 communities. It's location is better than Preserve at The West Villages in terms of getting to a local beach and being near a downtown area. In my opinion, it has a much nicer natural setting than Preserve, with more water views.
Even though Bay Landing looks good on paper, it's nearer busy I-75 (possible road noise factor) than any of the other 3 communities, and it also has a large number of town homes mixed with single family homes.
One other thing sets Venice Woodlands apart: energy efficiency. The builder uses spray foam in the attic spaces, which is more durable and won't compress like blown insulation does. It's estimated that home owners will experience about $100 per month savings in energy costs.
